An environmental liability exists when there is a requirement, based on statute, regulation, or legal agreement to perform cleanup (i.e., removal, containment, disposal) from federal operations that resulted in hazardous waste. Environmental liabilities must be recognized on the financial statement for probable and measurable future outflows or expenditure of resources for environmental cleanup, closure, and/or disposal actions. Obligation based on the principle that a polluting party should pay for any and all damage caused to the environment by its activities. In some countries, this is a strict liability if the damage can be attributed to a specific party. The principle of liability applies to environmental damage and imminent threat of damage resulting from occupational activities, where it is possible to establish a causal link between the damage and the activity in question. Idyllically, our society has today become a society of institutions. Apparently, they need to be led in an organized way, lest everyone fails, now and the time to come. When our organization fails to be effective and responsible, there are terrible things that are likely to fill the void. In this case, performing, responsible management is the alternative to tyranny and our protection against bad leadership. Managing with courage enables the leader to be enthusiastic and focused in his dealings, hence leading people in the right direction. In most cases, when management fails, totalitarianism prevails. A leader is someone who needs to regularly meet strangers in order to discuss business. In so doing, one must be able to socialize without any discrimination. Likewise, while talking to the employees, one should be outgoing and so that you can be liked by the workers. I am a leader who exercises social skills adequately in order to accommodate everyone. My skills come as a no surprise, but it is seen in every aspect of my communication. On the same pedigree, I posses high listening skills, I speak comfortably about the products sold and the business at large. This puts me in high possession in case of competition, because of the high standards of decorum that I posses. I love the fact that I am a leader who is confident, determined and work with others as a team. In my leadership, I am able to push through the drawbacks that may affect the business with a lot of confidence. I am much determined that in so doing, I must achieve positive result. While dealing with the setbacks affecting the business, there are a lot of huddles that comes on the way, however, I remain steadfast to ensure that I push through to win by the end of the day. In addition, I involve other stakeholders in decision making and solving of problems that affect the business. I am a leader who is flexible and ever ready to change with the changes, as long as they lead the business towards the right direction. I am a leader who goes with priority. Prioritization is hugely important, and often, when lacking, it holds people back. I look at what is most important to the business at the very particular time. When that that thing is not well done, it gives me space to explore on my creativity and efficiency. Through prioritization, the team is well led because every worker knows what to do at an appropriate time. In the same connection, I keep to my words. This comes in the sense that when I promise to do something to the employees, I have to accomplish it despite the huddles met on the way. The medium plans include developing a larger and more professional network with other related companies so as to expand business territory. The long term plans on the other hand is to ensure that the organization is autonomous and can support workers from and outside the nation. The plans are implemented one after the other to ensure that all are attained. Innately, I have to remain a leader of the people at all cost. I have to ensure that I maintain the highest standards to leadership skills and avoid anything that can paint my leadership blue. In order to construct my leadership skills and learning opportunities, I ensure that I am ready to learn from others. I also organize for conferences where we meet as managers to learn from one another. Most importantly, I give social support to the society in order to maintain good relationship with them in most cases. The idea here is to calm the body and mind and bring one’s self into a state of perfect concentration. To attain this, breathing is very important; there has to be consciousne ss of one’s breath as it drifts in and out of the body.To the Buddhists, concentrating this way leaves no room for disruptive mental thoughts, known as the five hindrances: sensual desire, ill-will, sloth and torpor, restlessness and work, and skeptical doubt. When all these disruptions have been removed, this kind of calm meditation leads to a blissful state known as jhanas. But regardless of the benefits that calm meditation offers, it does not provide a complete pathway to enlightenment. Many Buddhists merge the calm meditation with or insight meditation. Buddhism must be constant, a stronghold for people who are looking for peace and meaning in their lives. Buddhism advocates non-violence and respect for all living creatures. The ultimate goal of a Buddhist is to reach a state of sustained self-enlightenment or Nirvana, which is liberation from the bonds of reincarnation.This can be achieved through constant meditation and consciousness of thought and action. Buddhists are fierce vegetarians and are known for their stark, sim ple lifestyles and pacifist beliefs. The maintenance of a partogram for the management of the labor helps to indicate, with its alert line and action lines, the optimum timing of these interventions and to clearly differentiate normal from abnormal progress in labor. The partogram could be used at all areas of obstetric care by basic care providers who are specially trained to assess dilatation of the cervix and when it used properly, helps to detect cases of abnormal labor without delay, thus allowing timely intervention. Partogram is a composite graphic record of cervical dilatation and descent of head against duration of labor in hours. It also provides information about fetal and maternal condition that are all recorded on a single sheet of paper. The modern partogram contains many relevant parameters related to labor, mother and the fetus. These parameters are cervical effacement and dilatation, descent of part which is present, fetal heart rate, duration and frequency of uterine contractions, color and quantity of amniotic fluid which is passed per vaginum, maternal parameters such as vital signs and drugs used during labour. This pictorial documentation of labor facilitates early recognition of poor progress. Plotting of cervical dilatation also enables prediction of the time of onset the recording of all relevant data on a single page, it facilitates the easy handing over of mothers, helps in early recognition of complications and highlights inefficient clinical practice. A study has been conducted on health care workers and midwives who works in delivery units of Nigeria found that only 10% of caregivers used the partograph while conducting labour, and only few used it properly. High-Dose Chemotherapies (HDC) and STAMP as Cancer Treatment STAMP Since the 1960s, high-dose chemotherapies (HDC) had been successful in curing acute leukemia and Hodgkins disease, but not that successful in curing solid tumors such as lung cancer and breast cancer. Chemotherapists were now wondering whether by increasing the power of the dosage, they could make HDC effective for treating solid cancer. But for most chemotherapy drugs, the dose limit depended on the bone marrow. How can one increase the drug dosage by five or ten times without destroying the bone marrow? Bone Marrow Transplantation In the late 1960s, Donnall Thomas had shown that bone marrow could be harvested from one patient and transplanted back either to the same patient (called autologous transplantation) or into another patient (called allogeneic transplantation). Allogeneic bone marrow transplantation was tricky, often deadly. It could lead to a deadly complication called graft-versus-host disease if the foreign marrow turned and attacked the body of the recipient. Autologous bone marrow transplantation (ABMT), on the other hand, was less risky. Here, the patients own marrow was harvested, frozen, and transplanted back into his body. STAMP By harvesting and freezing bone marrow, then implanting the marrow after HDC, doctors were theoretically able to break through the limit of toxicity; the so-called red ceiling. It was now possible to give five- or even tenfold the typical doses of drugs. Among the first proponent of this strategy was Emil Frie, who was now the director of Farbers institute. By early 1980s, Fred had convinced himself that a high dose chemotherapy combined with autologous bone marrow transplantation (HDC/ABMT), was the only conceivable solution in cancer therapy. He called this protocol Solid Tumor Autologous Marrow Program, or STAMP. To develop this protocol, Frei recruited William Peters as a fellow at the institute in 1982. By December 1984, 32 women had completed the Phase I study of the regimen, designed to investigate safety. The researchers proceeded with Phase II trials, which showed very promising results. But randomized controlled trials (Phase III) were needed to confirm the benefit of STAMP. In 1985, William Peters left the Faber institute to set up the trial at Duke University in North Carolina. He also persuaded the Cancer and Leukemia Group B (CALGB) to sponsor a multi-center, randomized controlled trial. AIDS In March 1981, a team of doctors reported eight cases of Kaposis sarcoma in a cohort of men in New York. All eight of the men were homosexual. One of the men was also diagnosed with a rare pneumonia called PCP, which only occurs in humans when the immune system is severely compromised. Between June and August 1981, additional clusters of PCP, cryptococcal meningitis, Kaposis sarcoma, and rare lymphomas were reported in young men in cities throughout America. The common pattern behind all these diseases, aside from their bias towards gay men, was a total collapse of the immune system. A letter in Lancet called the disease gay compromise syndrome. He called his virus IDAV, immuno-deficiency associated viruses, arguing that it was likely the cause of AIDS. Montagniers discovery was corroborated in the spring of 1984 by Robert Gallo at the National Cancer Institute. Margaret Heckler, the Health and Human Services secretary, made this discovery public in the spring of 1984. We hope to have a vaccine ready for testing in about two years, she said. But AIDS activists, facing an epidemic that was decimating their community, could not afford to wait. Insurance and Litigation Costs from $50,000 to $400,000 per patient, HDC/ABMT is an expensive therapy. Health maintenance organizations (HMOs), a popular form of health insurance in America, had refused to pay for these therapies because they regarded them as experimental and investigational. However, this would change after the landmark case, Fox v. Health Net in 1993. In 1991, a 38-year-old public-school teacher named Nelene Fox was diagnosed with breast cancer. She requested Health Net, her HMO, to pay for HDC/ABMT to treat her cancer. Health Net declined her request, stating this therapy was an unproven, experimental therapy. Foxs brother, an attorney named Mark Hiepler, took Health Net to court. By the summer of 1992, when Health Net refused yet another request for coverage, Fox went ahead with the therapy on her own. By then she had raised $220,000. On April 22, 1993, less than a year after the therapy, Fox died. Mark Hiepler sought damages from Health Net for delaying his sisters treatment. The crux of his case rested on the definition of the word investigational. HDC/ABMT could, he argued, hardly be considered an investigational procedure if every major clinics in the nation was offering it to patients. On December 28, 1993, a Californian jury awarded Foxs family $89 million. In late 1993, because of the lobbying efforts from a 47-year-old cancer patient named Charlotte Turner, the state of Massachusetts mandated coverage for HDC/BMT for eligible patients within the state. By the mid-1990s, seven states required HMOs to pay for HDC/ABMT, with similar legislation pending in seven other states. Between 1988 and 2002, 86 cases were filed against HMOs that had refused to pay for transplants, of which 47 were successful. Research Misconduct Werner Bezwoda, an oncologist at the University of Witwatersrand in Johannesburg, South Africa was one of the most prominent and successful HDC/ABMT therapists. In May 1999, Werner Bezwoda presented his results at the annual meeting of the American College of Clinical Oncology in Atlanta. His results were spectacular: Eight and a half years after HDC/ABMT, 60% of his patients were alive, whereas only 20% survived in the control group. In contrast, the results presented from three other trials in the afternoon were not good. In one study, the researchers found not even a modest improvement, and complication rates considerably higher than the control arm. How do one reconcile these disparate results? In December 1999, a team of researchers flew off to South Africa to take a look at Bezwodas data. Upon arrival, they requested the log books for the 158 patients Bezwoda reported treating. He gave them log books for 58 and said the rest had been lost. The data he gave them was shoddy. Many records had unsigned, handwritten entries and there was no evidence that Bezwoda had randomly assigned patients. There were no records showing that any patients had received the standard treatment. One of Bezwodas purported breast cancer patients was actually a man. The entire thing had been a sham. Bezwodas protocol was completely fabricated and the whole thing was a fraud. A Final STAMP Trial In the summer of 1999, a final trial was designed to investigate whether STAMP might increase survival among patients with metastatic breast cancer. Results came in four years later: There was no discernible benefit. Cancer Undefeated In May 1997, eleven years after the 1986 Bailar-Smith analysis, Bailar was back with another appraisal of the progress on cancer. His article, entitled Cancer Undefeated, depicted the War on Cancer as a dynamic, moving battle against a dynamic, moving target. Between 1970 and 1994, cancer mortality had increased by about 6 percent, from 189 deaths per 100,000 to 201 deaths. Cancer mortality had increased among people over 55, but decreased by the same proportion among people under 55. To describe the walking dead all of the following apply: soulless, insatiable hunger, actions based purely on instinct; these qualities combined, with or without the rotting flesh, make a zombie but also can be readily applied to the main character of The Picture of Dorian Gray by Oscar Wilde. The novel analyzes the value of beauty and pleasure and poses a very interesting contradiction between the traditional views of morality and quality of life. Dorian, an aesthetic young man, is tempted into vice, thus selling his soul for eternal beauty. In the late 19th century, Saul Kripke: a philosopher, proposed the idea of philosophical zombies. His theory proposed a creature visually and behaviorally the same as a human being that lacks qualia, soul and sentience (Kirk 2). While it is easy for readers to simply write Dorian’s worsening acts of societally rejected behaviors as immoral, it can be argued that the protagonist had no concept of morals to begin with, and thus learns the p ublic’s immoral as moral and vice versa. In the preface of the novel, Wilde asserts that â€Å"There is no such thing as a moral or immoral book. Books are well written, or badly written. That is all† (3). This is a statement that is good to be kept in mind when analyzing the main character’s actions. Subtly, through a number of literary devices – namely characterization, archetypes, and motifs – Wilde forces the reader to experience life in all its glory as well as shame through a zombie’s eyes. To properly analyze the character of Dorian Gray it must first be understood that there is a distinct difference between someone who lacks morals and someone that is immoral; the first is deficient in the qualia that give the concepts of right or wrong, and the second is someone who knows the difference and chooses to act immorally. Dorian Gray is the prior. Upon meeting Dorian, Lord Henry immediately observes â€Å"All the candour of youth was there, as well as all youth’s passionate purity. One felt that he had kept himself unspotted from the world. No wonder Basil Hallward worshipped him† (Wilde 17), the most important word being purity. Dorian does not have a sense of right or wrong at the beginning of the novel  because he simply looks onto the world. It is not reflected on him in anyway because Dorian is, in short, in capable of perceiving on his own, lacking the sentience to do so. He simply does, drifting from (presumably) male figure to male figure seeking some sort of attention and guidance; he does not act, he only responds to the world around him. Basil Hallward, a painter, admires Dorian for his beauty – but it is neither the scarlet lips nor the golden hair that attracts him but rather the blankness of his soul, and that is the first hint that our protagonist is, in fact, as zombie. Basil tells Lord Henry, â€Å"Dorian Gray is to me simply a motive in art. You might see nothing in him. I see everything in him. He is never more present in my work than when no image of him is there† (Wilde 13). Henry will see nothing because nothing is present. He is a walking piece of art, thoughtless, thoug h responding as human might and that is what attracts both Basil Hallward and Lord Henry to Dorian like moths to light. His personality is something that cannot be comprehended by either man, because it lacks the components of personality to begin with. However, as all great novels require a plot, Henry seeks to color the boy’s snow white mind with qualia of the darkest shades, and while doing so, readers begin notice the distinct difference between Dorian and his human friends. This novel is full of archetypes. From inanimate ones, such as the winding staircase in Dorian’s home that represents the journey of life or the tower in which the protagonist hides his decaying portrait that represents the depth of the human soul, to living archetypes, such as Basil Hallward who illustrates Victorian morals and Lord Henry who is the direct opposition. Meanwhile, Dorian simply is. He sits between two extremes, Basil, who believes people are intrinsically kind and, Henry, who believes that all people live their lives abstaining from sin until they inevitably give in. Constantly, their views of right and wrong are imposed on him, ultimately confusing him. His original close friend cautions him from living the way Henry tells him to, but the artist did not impose his own qualia on him from the start. The first views Dorian internalizes are from Henry, the very same man who believes that â€Å"experience holds no ethical value† (Wilde 54) and, â€Å"[likes] persons with no principles most of all† (11). Lord Henry detaches himself from feelings, preferring to be an observer of the limitations of human beings. He tries to see just how much black paint he can smear across  Basil’s blank canvas of a boy, symbolizing the battle of good and evil – an external conscience rather than an internal one. In the end, Dorian is smeared from head to toe in what society views as sin, solidified when he takes Basil’s life. At this point, he has live thirty-eight years, with roughly eighteen of them being influenced by hedonism. Dorian takes those ideas and develops a sense of right and wrong, beauty being the basis for his moral code. The color white is a motif that is repeated throughout the text, from Basil’s first description of Dorian (Wilde 4) to hi s final plea, â€Å"Though your sins be scarlet, [†¦] I will make them white as snow† (140). It is Basil’s love (the running source of homoeroticism in the novel) for Dorian that leads him to appeal for his life one more, but god does not fit into Dorian’s personal view of morality. Pleasures of the flesh, good times and aesthetics are the basis of his virtue and love – a weak and vulnerable emotion, is a dastardly sin. He kills Basil, staining his hands for the first time with real blood. Later he muses on how if it had been Basil, not Lord Henry, who had imposed his views on his blank self that his life may have gone differently, but he does not dwell. He gets rid of the body and continues as though it is nothing at all, because murder does not fall under his perception of immoral. Dorian has a gift, or a curse, to be indifferent to the world once his soul is lost, lord Henry’s views being the qualia he internalizes before selling his soul. He does not age, he does not feel – he thrives off of physical stimuli, namely opium and sex, and the pretty things in life alone. When struck, he cries out, when frustrated, he complains – Dorian Gray functions like a human being, but unlike his friends, the ways of the world do not affect him o n an emotional level; forever young, forever beautiful, life is a series of physical responses to outside stimulus, none of it truly being internalized. Oscar Wilde was known to be a man that challenged the conventions of Victorian society. He never goes into detail about the unscrupulous things that Dorian does throughout the text, and this literary decision spares the readers of sensibilities but also illustrates Dorian’s lack of cognizance. If anything, the protagonist simply records life, rather than earnestly feeling anything at all. Given that he is the opposite of a rotting corpse, Dorian Gray still exists as a zombie: a creature lacking qualia, sentience, and a soul, and Wilde illuminates this very interesting condition through his use of  characterization, motifs and symbolic archetypes. The great playwright reminds readers beginning the novel, â€Å"There is no such thing as a moral or an immoral book. Books are well written, or poorly written. That is all† (4), and the same is true of the book’s protagonist. He is not immoral, but rather lacking in morals, borrowing the ideas of Lord Henry before ult imately giving up on functioning without the ability to feel.
